THIS YEAR Madhya Pradesh is likely to get a substantial hike in the annual plan outlay due to this being the last year of the 10th Five-Year Plan. Besides, the government is optimistic of hike as it has not only improved Balance from Current Revenues (BCR), it has also maintained significant growth in tax collection. The State Government has also managed to control its expenses.
The Planning Commission has appreciated these efforts, said an officer of Finance department. Preparations are in final stage for the annual plan of 2006-07.
The State Government is going with proposals of Rs 8950 crore for the next annual plan, a 20 percent hike from the current plan.
Chief Minister Shivraj Singh Chouhan today reviewed the plan outlay at the Mantralaya along with team of senior officials and Cabinet colleagues.
Significantly, this is for the first time that the State Government is going to negotiate its annual plan without full-fledged Vice-Chairman of the State Planning Board. Since the demise of Bherulal Patidar in November, the government has not appointed his successor on the post. The chief minister and his team would hold meetings with Planning Commission vice chairman Dr Montek Singh Ahluwalia on February 6 and 7 at New Delhi.

Thrust areas for the next fiscal are more development of tourism facilities, small scales industries and power loom, water conservation , animal husbandry & dairy development activities, rural development, panchayats, urban welfare and improving quality of health and school education facilities.

{{/usCountry}}Against the current annual plan of Rs 7471 crore, the State Government’s plan provides for Rs 1479 crore more in the plan outlay. On February 6 , preliminary discussions will be held at official level on financial resources in the forenoon session.
This will be followed by discussions with the CM for an agreement on priorities and to finalise the plan size. On the second day, working group discussions will be held by advisors concerned in the plan panel with chief secretary and other officials to finalise sectoral outlays.
CM: Full budget utilisation must
CHIEF MINISTER Shivraj Singh Chouhan has said that the State Government is striving to speedily ensure development in every sector despite limited resources. In such a condition, non-utilisation or under-utilisation of allotted budget by departments would be taken seriously.
