The home ministry on Thursday moved the Cabinet Committee on Security for its seal of approval for a socio-politico-economic package for Nagaland that the government hopes would help see the back of a decades-long insurgency.
The Naga problem is the longest and the strongest insurgency in the Northeast.
The two main insurgent groups -- National Socialist Council of Nagaland (Isak-Muivah) and NSCN (Khaplang) – have been holding talks with the Centre but are bitter rivals and represent different Naga tribes.
A government official said the package drawn up by the home ministry was discussed at the Cabinet Committee on Security that met on Thursday.
The home ministry started working on the package after minister P. Chidambaram sent out a clear message that he would like the dialogue with the NSCN (I-M) to be taken to its logical conclusion.
The package, however, would hold good only if all militant groups and communities accept it as a settlement.
The ministry expects Naga civil society groups – that have being nudging the two rival groups of the NSCN to end violence – to build pressure on the NSCN leadership to put an end to the violence.
