The plaints were corroborated when a sizeable number of unauthorised persons were found to be present in the section during the inspection. The Commissioner immediately ordered them out and also issued instructions for the channel gate in the department to remain closed at all times so as to bar access to touts.

Although Narhari insisted that it was a complaint about middlemen that prompted the tour, the Commissioner’s visit left the Indore Municipal Corporation (IMC) headquarters abuzz with speculation. According to unconfirmed reports it was pursuance of certain missing records that led to the inspection.

When contacted, Narhari dismissed the reports and reiterated that complaints about touts had precipitated the Accounts Department inspection. Queried about the involvement of an official, whose name figured prominently among rumours circulating at IMC headquarters, Narhari categorically denied it.

“There was a complaint from one of the unions about certain changes he had effected at the zone office but that had nothing to do with the inspection,” said the Commissioner.
