NCW urges speedy trial in heinous crimes like rape

National Commission for Women (NCW) has made certain recommendations to deal with cases of inhuman and heinous crimes like rape and these recommendations included speedy trial and strict punishment and ample media coverage of such speedy trials.

Stating this here on Monday, a spokesperson of Haryana government said while taking suo-motto cognisance of media reports about rape of a 32-year-old woman by three persons ,
who also made a video clip of the incident and circulated it, the NCW has not only constituted an enquiry committee, but has also made certain recommendations to be followed by concerned authorities.

He said the commission has recommended that there should be strict guidelines for providing psychological help to the victim, by way of several counselling sessions, and the
witness, as in this case there was a minor girl.

Also, there should be 'blanket ban' on sharing information by media or otherwise of any MMS made of any rape or gang rape. The MMS once made is generally circulated within the district and sometimes in the state.

Thus by banning the sharing of information of MMS, the victim will at least be saved from further humiliation.

The commission is also of the view that discussion of a particular rape case by referring it to the MMS which sometimes is reported as the 'MMS Kaand', continuously rips the woman of her dignity as she is subjected to commoditisation most of the time, spokesperson added.

The NCW has also recommended holding of gender sensitisation programmes at the level of Gram Panchayat with equal participation of men and women, boys and girls.

The Commission has also suggested that prevention should be the focus of the law enforcing agencies. Continuous dialogue at every level with all sections of the society can
help in curbing this menace.

Speedy trial and strict punishment and ample media coverage of such speedy trials can help in demoralising these negative thoughts of uncivilized and immoral males.

This would also motivate girls and women who are at receiving end to speak out any verbal, physical, emotional, harm or humiliation done to them.
