As soon as the Railway Minister Lalu Yadav rose to present the Budget, NDA members were on their feet protesting the presence of "tainted" persons in the Government.

BJP Deputy Leader Vijay Kumar Malhotra said it was an "insult" to the democracy that "tainted" persons were in the Council of Ministers and Prasad was one of them.
The Solicitor General had assured the Supreme Court on behalf of the Government that the issue of "tainted" persons would be debated in Parliament, he said adding this should be first sorted out.
Leader of the Opposition LK Advani said the matter raised by Malhotra was quite relevant in view of the assurance given by the Government in the Supreme Court.
This drew strong protests from RJD members.
Repeatedly asking members on both sides to maintain calm, Speaker Somnath Chatterjee said he had no such information with regard to the Supreme Court matter and let the Railway Minister present the Budget.
"Don't compel me to take action on the first day," the speaker warned as some members continued shouting.
"It is unfortunate that the Railway Minister is not being allowed to present the Budget," he said adding nothing else would be recorded except the presentation of the Budget.
Irked by the Speaker's observation, Advani walked out of the House along with his party members and those from its allies.

They walked out after the Speaker disallowed them to have their say.
