Expressing 'pain' at the recent incidents of kidnapping and criminal activities despite his 'best efforts' to improve the law and order situation in Bihar, Chief Minister Nitish Kumar on Tuesday laid stress on chalking out long, medium and short term plans to strengthen the police force to take on the challenge of criminals.

"It's not only the families of Prashant Jain or Nirmalendu, kidnapped today while going to school, who are in distress, I personally feel pain at kidnappings," Kumar told reporters at the state JD(U) headquarters.

Stressing the need for making the police force more effective, the Chief Minister emphasised formulating long, medium and short term plans to better equip police.

Kumar said the long-term plan should include modernisation of the force and filling the vacancies at all levels. Medium-term planning would be to equip the force with sophisticated weapons, while short-term plan would entail fortification of the police stations, pickets and fixing accountability on officials responsible for checking crimes.

Kumar said he has called a meeting of superintendents of police of all the districts, zonal IGs, DIGs and those from state police headquarters on Wednesday primarily to discuss measures for crime control, performance of the force and the problems faced by the police in effective functioning.
