THE FINANCE department of the Chandra Shekhar Azad Agriculture Technology University (CSA) has raised serious objections over engaging contract workers on daily wages. The department has directed all heads of departments to furnish relevant documents in connection with employing daily wagers.
According to finance controller RP Kandpal, this had been a practice in the university to engage daily workers without following the rules pertaining to labour and financial laws. Till date the head of the departments and other concerned persons submitted the number of the daily workers and the amount to be paid to them as their wages, to the Finance department (FD) .The FD used to clear the demand without going into the details of the nature of work conducted by the daily wagers. He said as per law, an intimation about employing daily wagers or contract labour was ought to be given to the labour department. Besides each such worker should be paid his dues according to government directives. Since the university was not in public sector, it must fulfill the basic requirement of employing daily wagers and in making payments to them.
He said on an average each department head submitted a list of 20 daily wagers for payment. In the absence of adequate funds it had become impossible to make huge payments to the daily wagers every month . In order to clear the payment to the daily wagers, adjustments were made by with-holding other payments.
