IS INDEPENDENCE Day an occasion to remember the sacrifices of great freedom fighters and create a feeling of nationalism amongst the younger generation or to highlight the State Government’s achievements?

The Mulayam Singh Yadav-led government, it seems, believes in the latter. Keeping this in mind, chief secretary has issued a circular bearing number 879/nineteen-2-2000-1061/85 on July 25 directing all government departments about how to celebrate the 58th Independence Day.

The usual events like flag hoisting, making human chain to express unity and various competitions including sports activities will be organised. Besides, the circular has, probably for the first time, asked heads of various departments and district magistrates to organise public meetings to highlight the government efforts to convert Uttar Pradesh into ‘Uttam Pradesh’.

The points to be highlighted, the circular says, are increase in sugarcane prices for the cane-growers’ benefit and distribution of money under the Kanya Vidyadhan Yojna. The reduction of registration fee in rural hospital from Rs 8 to Re 1 and appointment of 1,337 doctors on contract basis should also be highlighted, the circular says.

The circular has quoted a large number of projects which should be highlighted on the occasion. It has advised the departments concerned to inform people about the ‘Balika Shree Yojna’ under which every girl child will be given an insurance policy of Rs 200 and National Saving Certificates worth Rs 800.

Similarly, it has directed the ministers, officials, mayors, chairmen of nagar palikas and nagar panchayats, development authorities, SAD and other departments, to inform the people about the unemployment allowance and Bhumi Sena Yojna under which unemployed youths will be registered as Bhumi Sainiks with a guarantee of 100-day employment.
