The Gujarat government has appointed a two-member inquiry commission headed by retired Supreme Court Justice Sugnaben Bhatt to probe the reasons behind the recent floods in Surat city.

RD Soni, former secretary of the Narmada department of the state government, will be the second member of the commission, officials said on Thursday.
