The commission was instituted by the Digvijay Singh Government to probe into the circumstances that led to communal riots in Ujjain and Bhopal in the aftermath of the Babri Masjid demolition on December 6, 1992. Over a dozen people in Ujjain and 143 people in Bhopal were killed during the riots.

At that time BJP Government led by Sundar Lal Patwa was in power. It was dissolved on December 15, 1992. Report of the commission was tabled nearly two years ago in the Vidhan Sabha when Uma Bharti was chief minister. It caused flutters as speculation was rife that the officers paved way for tabling of the report without the knowledge of the Chief Minister.
