The Environment Pollution (Prevention and Control) Authority (EPCA) for the National Capital Region has asked the Delhi Development Authority to submit a proposal for rationalised parking rates in the capital for all types of parking based on user pay principle.
EPCA has sought estimates for actual cost of parking and the charge to be borne by the user taking into account the opportunity cost of the land and user pay principle in which the user will pay the full cost of parking and the element of subsidy is eliminated.
It has also asked the DDA to submit the feasibility study report done for multi-level parking at Mangalam Place and Nehru Place and the Gazette Notification on mixed land use and parking rates and the changes in the Delhi Master Plan 2021 that has bearing on parking.
In the 370th meeting of EPCA held last month, the Authority made it clear to DDA that parking provisions should be very clear and enforced from the beginning as DDA is the land owning and developing agency.
The minutes of the meeting has since been submitted to the Supreme Court, which is to finally approve the parking policy.
In the shopping malls parking would be provided in three basements and a common parking will also be made, DDA said.
The agency also said that it would take full responsibility of enforcement of parking in the shopping malls and commercial complexes and that stern action would be taken against the violators.
DDA is responsible for ensuring that no spill over of vehicles takes place outside the mall area and the area along the entire radius of mall is declared a no-parking zone.
