THE STATE Cabinet on Tuesday decided to approve higher pay scales for teaching staff, doctors and technicians to be posted at the Rural Institute of Medical Science and Research Saifai in Etawah. The pay scales will be as given to those working with the SGPGI. The State Cabinet also decided to set up the Saras Protection Society to undertake research on the natural habitat management and conservation of the migratory bird.
A decision in this regard was taken at a Cabinet meeting that Chief Minister Mulayam Singh Yadav presided over here today. Saifai is Yadav’s native village. The decision to grant the pay scales on the SGPGI pattern has obviously been taken to attract talented doctors to Saifai.
Talking to mediapersons, chief secretary NC Bajpai said the Cabinet decided to grant one-time exemption from stamp duty on plots allotted in all schemes of special economic zones. As per the decision, 100% exemption would be granted on first time allotment. There would, however, be no exemption on subsequent sale of plots, he said.
The Saras Protection Society, to be headed by the principal secretary, Forest, would be set up under the provisions of the Society Registration Act, 1860, he said. A sum of Rs 10 crore would be given as preliminary grant to the Society. It would have the principal secretary, Finance, the principal secretary, Planning, the chief wild life warden and nominees of the Forest Research Institute and the Bombay Natural History Society as members, he said.
The Cabinet decided to relax provisions of the Forest Conservation Act to pave way for widening of national highways. As per the amended provisions, the State Forest department would acquire 10x10 square metres of land on the side of the highway for the purpose of afforestation. So far, the National Highway Authority of India was supposed to acquire the land. Under the amended provisions, the NHAI would pay in advance the sum needed for the purpose to the Forest Department.

{{/usCountry}}The Cabinet also decided to introduce a compounding scheme for entry tax for 2006-2007. A compounding fee of Rs 440 per tonne would be charged against Rs 400 per tonne that was charged under the compounding scheme implemented last year. Sources said the State Cabinet also decided to grant enhanced salary and allowances to advocate general SMA Kazmi.
