However, most of the complaints were filed in the last couple of years. Most of the complaints relate to faulty meters and billing and delay in delivery of services.

Though Gurgaon Dakshin Haryana Bijli Vitran Nigam (DHBVN) was set up in 1998 after dismantling state electricity board to improve the supply, there has been not much change on the ground.

DHBVN’s Gurgaon general manager Sanjeev Chopra said, “The cases are more against us as everyone subscribes to electricity unlike other services.”

Second in the list is the housing sector. There have been 2,625 complaints filed against private builders and Haryana Urban Development Authority (Huda) by consumers.

Experts say the number of complaints is directly proportional to the spread in awareness about consumer rights. About 168 people have filed complaints against private hospitals for negligence.

Out of 22,916 complaints received, the forum has disposed of 21,126 so far, said an official.

“We have plans in the offing to improve the consumers’ grievance redressal system,” said Sanjiv Chopra, SE, DHBVN.
