The delegation warned if the government forcibly privatised the project, it would lead to a situation of industrial unrest in the power sector and the government alone would be responsible for it.

In a memorandum to Khurana, the delegation claimed that if the project was allowed to be constructed by the Utpadan Nigam with the help of a loan from the Power Finance Corporation (PFC), the first unit would start generating electricity August 2009 and the second unit would be functional by December 2006. It also claimed that the cost of the power generated by the project under public sector would be cheaper.

Besides, Dubey among others who comprised the delegation were AK Singh, SB Singh, Chandra Prakash Awasthi (Babbu), Sadruddin Rana, Girish Pandey and Sarvesh Chandra Dwivedi.
