Senior Congress leader and union finance minister Pranab Mukherjee on Tuesday said it was high time for voters to decide whether they wanted a stable government in Uttarakhand or not.
Taking a dig at Bharatiya Janata Party (BJP), he wondered as to why BJP had to change chief ministers repeatedly.
"Stability and continuity are linked with accountability. BJP changed five chief ministers in seven years. There is no accountability and BJP must explain this," said Mukherjee while talking to reporters here. He also raised the development issue.
Giving details he said the centre had released funds in abundance for several development schemes in the state.
"Where has the money gone, what is the outcome?" he asked as he said the finance commission had given the state Rs 20,000 crore, 67% more than the previous year.
He said out of every Rs 100 given, the centre's share was Rs 66 while state's was Rs 34.
Mukherjee also questioned state's policy on hydropower projects. "The state needs power but on the other hand the government scrapped the Lohari Nagpala project. There can't be double talk," he said.

Asked why the centre withdrew the industrial package for the state -- an issue that the BJP government is highlighting in its poll meetings - Mukherjee said: "It was a completely distorted policy. Neighbouring states complained that industries were shifting their base to the hill state to enjoy benefits. Hardly any new units were established."
