Profile- Lt. Governor

Vijai K Kapoor retired from the post of Secretary in the Ministry of Defence in September 1996. Having been in the Indian Administrative Service for 35 Years, he has rich experience of public administration.

Vijai K Kapoor retired from the post of Secretary in the Ministry of Defence in September 1996. Having been in the Indian Administrative Service for 35 Years, he has rich experience of public administration. He was sworn in as Lt. Governor of Delhi on April 20th, 1998.

M A in Mathematics with Economics as a subsidiary subject, from St Stephen's College, Delhi. Visiting Fellow at Queen Elizabeth House, Oxford (UK) in 1975-76 for studies in development economics, with specialisation in project appraisal-commercial and social cost-benefit. Has maintained a continuing interest in studies concerning social and economic transformation of under-developed societies.

After teaching Mathematics for two years, he joined the Indian Administrative Service in 1961. After holding various posts in districts he served in the Political Division of the Ministry of Home Affairs from 1968 to 1972. In that period of political instability, he was involved in handling of constitutional issues concerning states and federal relations. From October 1972 to 1974, he functioned as Deputy Commissioner of Delhi. From 1975 to 1977, he was again on deputation to the Central Government in the Ministry of Industry, where, apart from dealing with industrial policies and strategies for revival of sick units, he held charge of some important industries, notably cement.

From April 1977 to October 1983, he was seconded to the United Nations and worked in the Economic and Social Commission for Asia and the Pacific at Bangkok. For the first three years, he worked in the Division of Industry and Technology. Thereafter, he was, for two years, coordinator of the Energy Unit which was established to work out adjustment policies for consideration of the member governments consequent to the second oil price shock of 1979-80. Later, he worked in the Technical Cooperation
Division and was also its Chief, being responsible for management and monitoring of regional projects of United Nation in Asia and the Pacific, in Various sectors of economic and social development.

On return to india, he was General Manager of the Delhi Electric Supply Undertaking (DESU) for about three years, for a substantial part of which he concurrently held the Charge of Commissioner of the Municipal Corporation.

From October 1992 to his retirement in September 1996 he was Secretary, Department of Defence Production and Supplies. During this period, Output of defence production units increased from Rs. 4,800 crores to about Rs 7,000 crores in 1995-96. Production of several new items of technology complexity was established.
