Shastri and BCCI treasurer Ajay Shirke are tipped to be part of the panel with the third member likely to be a retired high court judge, reports quoting a BCCI official said.

Meanwhile, the case of Meiyappan's betting links with actor Vindoo Dara Singh appeared to tighten on Monday after the Mumbai crime branch recovered a mobile phone from the Chennai Super Kings boss' yacht at Chennai's Marina Beach.

A strong third Chennai link emerged after hotelier Vikram Aggarwal, the owner of Radisson Blu, came under the scanner. There were conflicting claims over whether he was in police custody.

The Tamil Nadu police detained bookie Sanjay Baffna on his arrival from South Africa.

Baffna was the biggest among 17 bookies arrested across the country on Monday.

The Mumbai crime branch began investigating the money transfer system of bookies and links to Dawood Ibrahim.

Police say Iqbal Mirchi has emerged as his key man who controls the cricket betting syndicate.
