Only three basic requirement for development of Bihar:

1. Renovation of roads,

2. Good supply of electricity, and

3. Security.

The major problems, and their solutions, are:

1. No electricity for long parts of the day. More investment from the Central Government is required and the project should be handled by someone like NTPC.

2. Illiterate and Unskilled Labour Institutes to provide minimal education to the labourers should be opened. ITI for developing skilled labour should be started.

3. Labour unions are in vogue in Bihar's industries and often have the support of gangsters. Strong labour laws are needed that gives confidence to the corporate who are willing to put in their money in Bihar (if any are still left).

4. Corrupt Government officials for the industry sector who tend to take the most out of any industry. New people with clean histories should be appointed as Labour Commissioners.

Improvement should begin with reviving of some of the ailing industries like sugar industry and small scale industries like Bhagalpur Silk Industry.

Bihar can be developed as great marketplace because of it's closeness to Nepal and the most important thing is, it has a large force of skilled and hardworking workers, which is actually an untapped resource for it's own industry.

A large part of Bihar's income goes outside the state because a large number of students migrate to other states (to places like Delhi and Pune) for their studies, which weakens the purchasing power of the state's people. A sincere effort to revamp the educational system can do wonder for the state.

But before any industry can flourish in Bihar, it has to provide basic infrastructures like electricity and roads.

Last but not the least, both state and central governments' willingness and whole hearted approach towards improvements would be required.

Invite industrialists to set up units in Bihar. Give them some benefits like tax holidays, faster clearance of their projects etc. And the most important, an assurance that they or their family members will not be kidnapped.

Then only they would be able to create opportunities in Bihar and people of Bihar will get jobs and they would say good bye to crime and dirty politics.

Its high time to bring tainted, dirty, untouchable politicians into tax net (If tax dept can dare) and take out billions of money to use in basic development of Bihar's road, power and water.

If the fund is given, it dries up before it reaches the grassroots level. No point giving funds by the Centre if the state govt. doesn't use it judiciously.

Bihar as an agrarian state needs to focus on agriculture based planning. Value-added agriculture commodity and processing of food would be great assets.

We need to develop Bihar as a center of modern education with integrated rural development plan. We need to have a blue print of developing Bihar.

I have more than 10 years experience in agriculture based industry projects in Israel, Europe and USA. If needed, I can work with some authority in Bihar to make the master plan of Bihar's development.
