It earlier quoted Losyukov as saying Russia supported North Korea's proposal to freeze its atomic weapons programme as one phase in the process of resolving the crisis.
Losyukov flew into Beijing for a second round of six-way talks on the issue due to start on Wednesday. China, Russia, the United States, the two Koreas and Japan held an inconclusive round of talks in August aimed at ending the 16-month impasse.
