Expressing complete dissatisfaction over inaction of the state government pertaining to recommendations of the state Security Council appointed in the wake of the worst ever terrorist strikes in the city, the Bombay High Court on Thursday ordered the state to spell out what steps have been taken to implement recommendations of its own Council.
The division bench of Chief Justice Swatanter Kumar and Justice D.Y. Chandrachud was hearing a group of public interest litigations raising concerns about the security scenario in the state and particularly in Mumbai.
Replying to a query from the judge's side, Assistant Public Prosecutor Aruna Pai Kamat submitted that the high-level committee of R.G. Pradhan and V. Bhalchandran was expected to submit its report by April 18 and only then lapses, if any, on part of the police would become clear.
However, she could not answer queries about action taken on recommendations of the Council.
Apparently irked with her silence Chief Justice questioned, “Have you done a single thing out of your own recommendations?”
Seeing no answer coming from Kamat the court asked her to file affidavit giving exact details of the steps taken to implement recommendations made by the Council. The court has asked Chitkala Zutshi, additional chief secretary (Home), to remain present in court on the next date of hearing if the state fails to tell steps taken on the recommendations.
The court had earlier criticised the size of the Council saying the 66-member council would be "unmanageable" and had asked the government to reconsider how many members should be part of it.
