Delivering his customary address to the state assembly, which was boycotted by AIADMK, MDMK and the Left parties, Tamil Nadu Governor Surjit Singh Barnala said "this government urges the UPA government to take all necessary steps to ensure that social backwardness is the sole criterion for reservation, so that, irrespective of economic status (creamy layer), everyone belonging to the backward communities is able to enjoy the benefits of reservation."

He also asked the Centre to declare Dalit Christians as Scheduled Caste and concede their demand in this regard.

Barnala said "in addition, this government also requests the Union Government to consider the recommendations of the Justice Ranganath Mishra Commission to provide reservation for backward Muslims at the national level and make necessary announcement in this regard".
