Justice B.N. Krishna’s anguish over keeping his report relating to the Mumbai communal riots of 1992-93 in cold-storage is understandable since he toiled for five years to compile it.

But his argument that it should be made mandatory for the Maharashtra government to accept the report is untenable. The Commission is appointed by the government and it should submit the report without bothering about its fate subsequent to its submission.
