Suspensions: It?s like first proposing, then disposing

In fact, these ‘populist’ suspensions are never meant to be a deterrent. Or so it would seem if one takes a lowdown on the suspensions over the years.

As per estimates, the successive chief ministers have announced suspensions of about 100 IAS officers in the recent years. This means that almost one out of every five IAS officers has faced the wrath of the State Government at one point of time or the other. In some cases the axe has fallen on the officers more than once.

Yet barring the cases where suspensions were ordered following serious charges of corruption or administrative lapses, the State Government had failed to even give a charge-sheet to the suspended officers. So the suspended officers ended up have a happy ending.

The State Government had been constantly flouting the mandatory provision of sending information about placing any all India service cadre officer under suspension within 15 days to the Centre, said a senior IAS officer. As per the provisions of the All India Service Rules, the State Government’s orders placing any officer under suspension had to be ratified by the Centre within 90 days, he said.
