What are the new schemes to promote industrial growth ?
The State Government's Capital Subsidy Scheme has come into effect from June 2006. Under the scheme, a subsidy of 10 per cent is given to general candidates and 15 per cent to women and SC candidates, on a maximum loan of Rs 50 lakh.
The subsidy is given on land, building and machine. The scheme is getting a good response. So far, the scheme has been sanctioned to four women and 10 other candidates. The subsidy is given when the production starts in the unit.
The physically disabled people are also given a preferences in major schemes.
What steps have been taken to reduce processing time of applications for the approval of subsidy & other schemes ?
See, we have started 'Single Table System' for reducing processing time and completing formalities within a set period of time. Under the system, the candidate, who wants to set up a small scale industry, fills up a form regarding approval for license, power load, sales tax, pollution control board certificate and other requisite formalities. The nodal officer of 28 to 30 government departments, including power, collects the form on every Friday and gives their approval (or no objection certificate) within the defined period. If they delay the application, I hold the deemed power to approve the application. What's more, I can also set up an inquiry for delaying the form.
What measures have been taken to bring transparency in the approval of schemes?
{{/usCountry}}What measures have been taken to bring transparency in the approval of schemes?
{{/usCountry}}The major Single Table System has been made on-line allowing everyone to access the list of schemes, name of applicants, interview date and the names of approved candidates for any particular scheme. A software of Pradhan Mantri Rozgar Yojna (PMRY) has also been prepared to stop people from duplicating the scheme. Also the provisional registration for the SSI is provided within ten minutes. An internal order has also been passed, stopping Class IV and other clerical staff from directly dealing with the SSI applicants.
Are there regular follow-ups of the schemes approved by the DIC?
For the schemes above Rs 5 lakh, I verify the project after every six months upto five years. In case of lapses, the serious action is taken against the candidate.
What have been your major achievements, since you joined the post in June?
The Phulpur Industrial Estate which was lying vacant for the past 20 years has been allotted. An industry will be set up here, which will generate employment to at least 100 people. Besides, the encroachment was also removed from the Naini Industrial Area, which had become a serious problem in the past.
