The teachings and instructions for terror acts are being openly posted on a website in Britain. The fear of deportation and new terror laws making incitement of hatred and exhortation of jihad criminal offence has not prevented the London-based Saudi dissident Muhmmad al-Massari from running a website that features a guide to urban warfare for potential terrorist.

His website hosts a Hollywood-style film presenting a gory "top 10" of attacks by insurgents on westerners in Iraq. Referring to Abu Musab al-Zarqawi, Osama bin Laden's number two, whose followers murdered the British hostage Ken Bigley by slitting his throat, an Arab instructor says on the website: "As far as beheadings are concerned we ask our brothers to seek Abu Musab's advice on this as he has more experience in this."
The instructor implores Allah to grant "his mujahideen victory over the Jews, the Americans and the apostates." The website further advises that cells should remain unknown to each other although they may share a leader. This confirms the latest intelligence report that the July 7 gang had nothing to do with that of July 21. It has also emerged that the July 7 bombers had acted independently and not under the guidance of any mastermind.
Massari claimed that he did not censor the website as "long as it is not obscene". Asked if he feared being targeted by the Government he said if the law was changed and "we cannot do our work, then we can either challenge them or we pack our luggage and proceed to the airport".
