The violence went uncontrolled because of lack of co-ordination between the policemen and SSP Ashutosh Pandey taking his own sweet time in reaching the spot.

Even when Pandey did reach Aminabad, which was at about 3 pm, an hour after the violence had broken out, he left barely a few minutes later.

Pandey returned around 4 pm when the situation had well and truly got out of control. The SSP, however, failed to deploy additional force till late in the evening.

Only 15 constables and a sub-inspector were present in Aminabad and Maulviganj areas when the violence erupted. These cops could not muster courage to intervene.

Similarly, a section of PAC personnel, along with an inspector, had reached La Touche Road in Kaiserbagh where over a thousand of the local residents were engaged in pelting each other with empty bottles and bricks.

Apparently terrified, the cops remained mute spectators barely 100 yards from the site of violence.
