Had Chief Secretary Rakesh Sahni been generous in granting leave to every one of them, bureaucratic functioning would have come to a virtual halt. So, the CS took a tough stand. He rejected applications of nearly three-dozen officers. The LTC rule came handy for him to do so.

Only the lucky ones who had intimated the government three weeks in advance have been granted leave. Those whose leave applications have been rejected understandably feel left high and dry. They had not anticipated such a fate for the applications.

Sources said that normally leave pleas of IAS officers are rarely rejected. But unprecedented number of applications tied the Chief Secretary’s hands. The officers whose leave applications have been rejected include B R Naidu,
Manohar Agnani, Ajit Kesri, Rakesh Agrawal and Manoj Jhalani.
