DGP talks tough on registration of cases
THE DIRECTOR General of Police A R Pawar has issued a strongly worded circular to all top officials asking them to ensure that FIRs for both heinous crimes and economic offences be registered by TIs or SHOs.
When contacted, Inspector General (IG) Police Rajendra Kumar told Hindustan Times that economic offences registered under Section 420 and other sections of the IPC are inherently complicated in nature. The DGP wishes that a serious note should be taken of economic offences and they be treated at par with other criminal offences like murder, attempt to murder rape and other crimes.
Whenever a complainant goes to a police station to lodge a complaint, the report should be registered by the TI or SHO in his own hand. He has pointed out that the number of cases registered under heinous crimes and economic offences is almost the same in Indore range but one finds a gap between these two kinds of cases when one looks at the acquittal rate.
Acknowledging to have received a copy of the above-mentioned circular, Deputy Inspector General Police (DIG) Madhu Kumar said that it is one of the many issued from time to time by the DGP to all Superintendents of Police (SPs) in the State and a copy of it is forwarded to the IG and DIG.

{{/usCountry}}The circular further says that economic offences should be treated at par with heinous crimes and should be written by the TIs or SHOs themselves in their own hand—something that was not being done—as per Rule Book and CrPC regulations.
It has been found that Havildar rank personnel who can only file a challan are registering cases for economic offences as well and thus the rate of acquittal has been going up.
SP Anshuman Yadav has said that the circular, having been received a fortnight back, has already been sent to TIs who should earnestly implement the directives.
