THE STATE Cabinet today endorsed a transfer policy for the year 2006-07 for the State- and district-level transfers of Government officers and employees.
The Cabinet endorsed the policy at its meeting here today at Vallabh Bhavan chaired by Chief Minister Shivraj Singh Chouhan. The Cabinet met after more than a month due to Budhni by-election in the process which concluded recently. As per the policy there would be continuous ban of transfers round the year. However, it has been relaxed till June 2006. All the departments would be allowed to effect transfers as per their administrative requirements during the period.
The departments, which want to formulate their own separate transfer policies due to their specific requirements, may do so, but it would not go against the basic tenets of the transfer policy of the government.The transfers of district-level cadres within district would be made after approval of the minister in charge.
For the transfers of such cadres out of district or the transfers of the officers and employees of State-level cadres, the minister in charge of district would forward the application/proposal to the minister of concerning departments.
The transfers at state-level would be effected as per normal departmental procedure. The inter-district transfers of class II and class III officers would be made at head of department level with the approval of departmental minister and the transfers of class I officers at State Government level with the approval of departmental minister on the proposal of departmental principal secretary or head of the department.
The policy fixes the maximum limit of transfers for every post/cadre. In case the cadre consists of less than 200 posts the maximum limit would be 20 per cent; in case of less than 1000 it would be 10 per cent and in case of over 1000 the maximum limit would be 7 per cent. However, it would not include the transfers made on self-expenditure on vacant posts on mutual basis. First of all, the vacant posts in scheduled areas would be filled up through transfers.

{{/usCountry}}Transfers to non-scheduled areas would be made only after cent percent posts are filled up in the scheduled areas. Transfers would be made only after completion of three years of posting in scheduled areas.
The government servants under transfer from a scheduled area to non-scheduled area would not be relieved till his reliever joins. This condition would not apply to transfers from one scheduled area to another.
The postings of the officers of State Administrative Service would be made by the General Administration Department. The transfer/posting of tehsildars, additional tehsildars and naib tehsildars within the district would be done by the Collector.
