Addressing a state level convention of the party in Goa last evening, Sangma said, "I am a strong believer of the parliamentary system of government, but in the last 15 years, I have been a very disappointed man."

In 1996 elections, Lok Sabha could not a give a Prime Minister, he said.

"Lok Sabha failed to produce a Prime Minister and we had to borrow a Chief Minister from the state of Karnataka," Sangma said in presence of NCP President Sharad Pawar, who chaired the convention.

In 2009 again, the Lok Sabha failed to find a Prime Minister, which forced the country to choose a Prime Minister from the Rajya Sabha, he said.

"I firmly believe that in parliamentary system, a country must elect its Prime Minister from the lower house," Sangma said adding such a thing is unthinkable in a country like United Kingdom.
