In a pre-election sop the Mulayam Singh Yadav government on Monday hiked house rent allowance (HRA) and city compensatory allowance (CCA) to the state government employees and teachers in 28 cities. The upgradation of these cities had been done on the basis on Census-2001. However the government has rejected the plan for reservation in sports colleges and hostels.

The State Cabinet meeting chaired by the chief minister in Lucknow on Monday decided to give B-1 grade HRA and CCA to employees in Agra, Allahabad and Meerut. So far they were covered under B-2 grade. Similarly, the gradation of 25 cities including Jaluan, Renukoot, Obra, Dadri, Mubarakpur, Rath, Chibramau, Gangoh and others had been increased from D to C.
The Cabinet decision would entail a burden of Rs 2.24 crore on the state exchequer. The benefit would also go to those government-aided schools, which had been providing HRA and CCA to the teachers. The centre had already provided these facilities to employees.
According to information, the government has also approved proposal for regularisation of 2323 subject experts in unaided intermediate colleges. The government has decided to amend intermediate education service selection board act 1982 for this purpose. They would be absorbed as lecturers and assistant teachers. However there would be no additional burden on exchequer as of the total 22,626 posts of lecturers and 72475 posts of assistant teachers, 1619 and 6551 posts were lying vacant respectively.
The Cabinet has also approved smart card scheme for four-wheelers owners and drivers from April 2007. The registration fee for the card would be Rs 395 and Zodiac. com had been hired for 15 years for this purpose.

{{/usCountry}}The Cabinet expressing concern over inordinate delay in completion of developmental projects, which had led to massive hike in project costs, gave green signals for the action against concerned officers. The cabinet was shocked to know that of the total 64 projects in 15 departments there was cost escalation of Rs 4236 crore in 60 projects. According to information, 56 projects were late from four to 336 months.
The proposal for appointment of teachers from general category on contract for Saifai post-graduate institute of medical sciences in place of reserved posts was deferred. The government has also okayed proposal for 50 per cent merger of DA in basic salary of officers of UP pollution control board.
Moreover amendment would be done in industrial investment rules 2003 to provide more relief to pioneer units for the promotion of industries. The government has hired Major Kothari Associates of Delhi as architect for Jaiprakash International centre. The company would be paid 3.5 per cent of the total cost of the project. It would involve an additional burden of Rs 4 crore.
