Singh was in the Chhattisgarh capital on a daylong trip to finalise the party's manifesto in the state, where assembly polls are due by the year end.

Terming terrorism as the biggest threat to nation's internal security, the BJP president told newsmen: "The central government even didn't make efforts to evolve consensus on how to deal with terrorism by holding meetings of all political parties."

Slamming the goverment for being biased towards BJP-ruled states, Singh said: "Several people were killed in Assam violence recently where law and order condition is very grim but the UPA government chose to send strong advisories to Orissa and Karnataka governments."

"The Congress government is not acting as a responsible government but behaving as an irresponsible political party towards the BJP-ruled states," Singh charged.
