Under the scheme, chalked out by Urban Development and Administration Department, the urban civic bodies would conduct a survey of street vendors in cities. On the basis of the survey, licences would be issued to them.

Commissioner, Urban Administration and Development would be nodal officer for the work and training to the hawkers would be imparted through All India Institute of Local Government, Bhopal.

Hawker corners would be developed by the urban bodies and development authorities in every city keeping in view the number of street vendors at strategic points near markets and wards.

The identified street vendors would be provided identity cards, which would bear joint photographs of husband and wife and record relevant details about the vendors. A state-level steering and monitoring committee, town hawkers welfare committees and ward hawkers welfare committees would be constituted for the well-being of the street vendors and hawkers.

The State Government would launch a group insurance scheme for the registered hawkers through urban civic bodies. Cooperation of non-governmental organisations (NGOs) would also be enlisted to improve their social condition.
