The VHP on Thursday called the Central proposal for OBC reservations in educational institutions a conspiracy to divide Hindus, but stopped short of demanding its immediate withdrawal.

VHP leader Ashok Singhal instead blamed the Congress for the country's high levels of illiteracy.

"I can tell students that they should not fight with each other over reservation proposals, which are a conspiracy to divide Hindus," he said in New Delhi.

The VHP leader, however, parried questions whether he opposed the quota proposals for OBCs, which make up a large part of the country's one billion-plus population. Nor did he demand withdrawal of the proposals.

"What I can say is that students should not fall in this trap. OBCs are also Hindus and efforts should be made for the uplift of the entire Hindu community. The Congress cannot escape responsibility for the high levels of illiteracy in the country which it has ruled for so many decades."

The VHP leader also spoke of what he called was an international plot to disintegrate India as he cited a May 12 news report about some British MPs forming a new grouping in support of Kashmir, Punjab and North-East separatists.
