Who is responsible for Mumbai's vanishing open spaces?

Crowded Mumbai's precious open spaces are being encroached upon rapidly. In 20 years, the BMC has acquired only 217 green open spaces in the city though its target was 1,586 green open spaces. Should citizen groups take charge of preserving Mumbai's open spaces?
