According to sources, out of a total of 489 senior and high schools in the district, about 387 schools do not have a full-time principal or headmaster. “One can only imagine the standard of education in government schools that do not have principals and teachers,” said Purushottam Sharma, a social activist.

Under the Right to Education (RTE) Act, not more than 10% posts of the total approved posts can be kept vacant in any of the government, aided or approved schools. This means that of the 10 approved posts, only one post could be kept vacant. However, the percentage of vacancies here is very high. Statistics also show that most of the vacancies fall in rural areas.

Meanwhile, state education minister Kalicharan Saraf denied forming any transfer policy this year. “We will first correct the wrong doing of the previous government with our teachers and only after that we will plan the transfer policies,” Saraf said.
