The budget session of the Rajasthan assembly started on Monday amid uproar with the Congress, bolstered by by-election wins, demanding waiver of farmers’ loans and corning the BJP government over law and order situation in the state.
Governor Kalyan Singh began his speech amid shouting of slogans, and highlighted the achievements of the BJP government, including commencement of work on oil refinery in Barmer, construction of toilets and setting up of the country’s first skill development university in the government sector, among others.
When the governor started his speech, independent MLA Hanuman Beniwal raised the farmers’ issues. He said, “Farmers are committing suicide and government is yet to waive off their loans.” Beniwal stormed to the well of the House and demanded loan waiver by showing a placard to Singh.
Congress MLA Ramesh Meena also demanded loan waiver and party legislator Govind Singh Dotasara raised deteriorating law and order situation in the state. Amid the uproar, parliamentary affairs minister Rajendra Rathore requested the governor to table his speech.
Kalyan Singh said the state has carved out a niche in the country on making and implementing public welfare schemes. “The state government in last four years has worked with dedication to fulfil the promises made in Suraj Sankalp Patra (election manifesto).”

Singh praised Bhamashah Yojana in which 5.55 crore people of 1.51 lakh families have been enrolled and money has been transferred to their accounts. He said effective implementation of pre-conception and pre-natal diagnostic technique (PCPNDT) Act has improved sex ratio. Telemedicine project has been implemented for the benefit of patients at 100 remote health centres.
The governor said the Vasundhara Raje government’s works on education, agriculture, social security, housing, tourism, and rural development have pushed inclusive growth.
After the governor’s departure, speaker Kailash Meghwal took up the listed business under which home minister Gulab Chand Kataria tabled the Rajasthan Backward Class (reservation of seats in educational institutions in the state and of appointment and posts in services under the state) (amendment) Ordinance, 2017.
Kataria also proposed to extend the time period for submission of a report by a select committee on the Criminal Laws (Rajasthan amendment) Bill, 2017 till the first week of the next session.
Ruling party MLA Ghanshyam Tiwari objected to it and Congress MLAs supported him. The time period was extended by voice vote.
The House made obituary references to former Uttar Pradesh governor BL Joshi, former Chhattisgarh governor Dinesh Nandan, and former MLAs Digambar Singh, Surendra Singh Rathore, Udai Singh Rathore, Ram Sahay Sonad and Shyama Kumari Sengar.
