According to Dihauli assistant sub-inspector Shiv Shankar Tyagi, the two suspects were crossing the Chambal river with the animal when they went missing.
The buffalo was found on Monday from Kothala village of Madhya Pradesh, with a plastic bag containing two mobile phones, pairs of clothes and shoes tied to its horns.
This suggested the police that the two thieves may have drowned while crossing the river.
“The buffalo was found stolen from its owner in Dholpur’s Dihauli area on September 23 and a case was registered in connection with the theft”, the ASI said. Dihauli is the border between between Rajasthan and Madhya Pradesh.
While the animal has been handed over to the owner, hunt to trace the two thieves is on, he added.
