Roy had not consulted the party before writing to the prime minister on corporate issues, party leader and West Bengal PWD minister Kshiti Goswami said in Kolkata.

"The party's secretariat will decide on Roy's resignation from the primary membership. Nobody is above the party. No one can violate party discipline," he said.

Central secretariat member Manoj Bhattacherjee said Roy could have informed the party before writing to the prime minister.

"Had it been so important he could have sent a copy of the letter to the party," Bhattacherjee said.

The 70-year-old Roy, a Rajya Sabha member, who has been associated with RSP for half-a-century, resigned on July 15.

He had written to the prime minister opposing the merger between Bharti Telecom with South African telecom major MTN alleging it was a threat to India's security.
