Additional commissioner of police, Vineet Agarwal, spoke to the Hindustan Times about their Before-bail-chargesheet campaign launched a year ago. Excerpts from the interview:

What prompted you to start the Before-bail-chargesheet drive?
In many cases, it was seen that there were unnecessary and avoidable delays between the arrest of a person and the submission of a charge sheet. This benefits the accused on most occasions. So, we decided to go ahead with the Before-bail-chargesheet campaign.
With a specific timeframe to finish the procedure, would the pressure on the police officer increase?
No. Instead, it will help the officer focus on a particular case and dispose it of in a time-bound manner.
Are there any new plans as far as the drive is concerned?
The steps being taken vis-à-vis the drive are not drastic. The fact is that certain ways of functioning have been accepted as norms. I am not changing anything in particular, but only trying to ensure that the process is carried out as effectively as possible.
