The accused, Pawan Chandra (47), who owns Buildwin Developers, was arrested on Monday following a complaint by the Brihanmumbai Municipal Corporation (BMC).

'On May 7, the building proposal department of the BMC’s E ward submitted an application against Chandra. We registered a case against him under several sections of the Monopolies and Restrictive Trade Practices Act on Sunday,' said inspector Rajendra Patil of VP Road police.

'There were several complaints, including those for electric ducting and a passage enclosed in the rooms, and other additions and alterations,' Patil added.

Kirti Ajmera, a ninth-floor resident of the 16-storey Deshmukh building, had complained to the builder several times about leakage in the walls of his flat, but saw no action from the builder. Ajmera then filed an RTI application.

'I noticed discrepancies between the plan that I procured through RTI and the one submitted by the builder. So I filed a complaint with the BMC’s Building Proposal Department,' Ajmera told VP Road police.
