The Central Bureau of Investigation intends to term gutka barons Rasiklal Dhariwal of RMD Gutkha and Jagdish Joshi of Goa Gutkha as accused for an alleged nexus with underworld don Dawood Ibrahim and helping him establish a gutka business in Pakistan.

“We wish to file additional chargesheet in the case and join them as accused. However, they have been scuttling the process,” argued additional solicitor general Darius Khambata for the CBI.
Khambata and CBI counsels Raja Thakare and Revati Dere opposed the petitions filed by gutka barons challenging the non-bailable warrants issued by the special Maharashtra Control of Organized Crime Act judge in June 2006.
The CBI has contended that they have sufficient evidence to show that Dhariwal and Joshi went to Karachi to meet Dawood to settle their dispute.
At the time, Dhariwal agreed to part with his special formula for making gutkha and give it to Dawood, argued Khambata.
Sushil Kumar, Dhariwal’s counsel, argued that the basis on which MCOCA was invoked was that one of the accused — Rajesh Pancharia — had a case against him under the Arms Act, in which he was acquitted.
