The girl was rescued within a week after her uncle finally approached the crime branch.

The report, submitted on Saturday, was ordered following allegations that had the Borivli police responded appropriately to the teenager’s assault complaint against the two goons — Manish Khanolkar, 24 and Kalpesh Parmar, 26 — just two days before her kidnapping, she may not have had to go through the trauma.

The November 16 edition of HT had reported about the insensitivity of the Borivli police, who charged the two goons under bailable offences and let them go, though they had criminal records.

Queries suggested that the victim had been stalked and brutalised for over six months before she was abducted, taken out of the city and raped repeatedly for more than one month.

Ramrao Pawar, additional commissioner of police (north region), who received the report, said on Sunday that the two concerned officers — the one who took the assault complaint on October 9 and the other who registered the missing complaint — have been found guilty of not initiating proper and immediate action. “We have recommended their names for action by the police commissioner,” Pawar said, refusing to disclose the names or designation of the duo.

Sources at Borivli police station said the two officers are of the rank of police inspector and police sub-inspector.
