Chief minister Prithviraj Chavan told the legislative assembly on Thursday that there were nearly 5,000 buildings in the city that did not have an OC. Residents of such buildings are forced to pay penalty on civic taxes. Chavan said strict action would be taken against developers of these buildings.

"We will try not to burden the people, just because their developer defaulted in paying development charges," Chavan said.

The CM said the BMC would be asked to start a special drive to identify the buildings and prepare a comprehensive policy.
