In February 2000, RC Thakur, one of the main promoters of the Adarsh society, who had earlier served in the Defence Estates Office, had requested for allotment of land for the society.

Subsequently, in March 2003, he wrote a letter requesting allotment of additional FSI from the adjoining BEST plot, which was being used by the agency as an approach road.

BEST, however, was not keen on handing over the land. It said that it would require the land in future, and asked the government to take a suitable decision.

However, in 2006, the urban development department decided to delete the reservation of the BEST depot and handed over its FSI to Adarsh society.

“BMC does not allow FSI of one plot to another plot unless the two plots have been merged,” Kumar claimed. However, in Adarsh’s case, the plots were not merged and they did not have a common city survey number. Kumar further said that he was not aware whether the dereservation of the BEST plot was put before the BEST committee. Many questions are being asked about the usage of BEST’s FSI by Adarsh society, with claims that rules were subverted to give undue benefit to the society.
