‘Implement evaluation system quickly

The Cabinet on Wednesday asked government departments to implementat the Performance Monitoring and Evaluation System (PMES) quickly to help the government keep track of the progress of projects funded by the Centre and state.

The Cabinet on Wednesday asked government departments to implementat the Performance Monitoring and Evaluation System (PMES) quickly to help the government keep track of the progress of projects funded by the Centre and state.

Under the PMES, which was introduced by the Centre, every minister will be required to sit with the officers of his department and put forth a results document framework by March 31.

The document will consist of the ministry’s priorities and its agenda.

The department secretaries will have to set goals for themselves and their departments, set timeframes, mention priorities and rate themselves on parameters ranging from excellent to poor, which will have corresponding weightable values on a scale of one to 10. This will make evaluation quantifiable.

The department will then identify its Key Result Areas and put them up on the department’s website by April 15 every year.

These objectives will be evaluated twice a year and a result document framework be drafted.

The state had organised workshops explaining the system to secretaries in the government in May.
