In fact, none of the five non official members, who form a part of the 10-member panel can have a political background and wil not serve more than two years on the board.

The old board – that was formed in July 2008 – comprised non-members who were selected by ministers and had connections with political parties.

However, this board was scrapped since it was alleged that the non-members had links with the then chief minister.

In a government resolution passed on July 10, the state home department announced the formation of the new commission which is a think-tank that advises the government on police reforms and will help improve the efficacy of the police.

This commission will meet four times a year and its recommendations will be binding on Maharashtra.

The five government representatives, however, are the same as before and include the home minister, leader of the opposition chief secretary, additional chief secretary (home) and DG police

A retired chief justice of the high court, the chairperson of the state human rights commission and chairperson of the state public service commission will also be on the panel.

One of the most important riders for the appointment of nonmembers is to ensure that they have not been convicted of a criminal offence.
