The committee, set up in August 2010 to suggest measures to revamp higher education and headed by former chief of the Atomic Commission Anil Kakodkar, submitted its report to the state government on Thursday.

In its report, a copy of which is with this paper, the panel says that the senate, the governing body of a varsity, should be replaced with a Society Partner-ship Council which has only nominated members, not elected ones.

The report has recommended a three-component curriculum for students in place of the current system of one core course and said that a vice-chancellor should have full charge of a university. A statutory advisory committee comprising experts should be set up to advise the VC, it has said.
