Mumbai: The first day of the state budget session on Wednesday saw the announcements of several development projects for the Mumbai Metropolitan Region.
Governor Ch Vidyasagar Rao, in his speech, announced a Rs35,000-crore project by City and Industrial Development Corporation (Cidco) to develop the southern part of Navi Mumbai as a smart city, completion of the Metro rail, the airport at Navi Mumbai and the rolling out of two Metro lines in Mumbai.
While addressing a joint session of both the houses of the legislature, the governor said Cidco will develop the smart city covering seven towns that cover an area of around 7,700 hectares. Affordable housing, Metro corridors, economic and infrastructure development projects along with port city development will be the main focus of the project, which will be completed in the next four years. He also spoke about the development of developing Navi Mumbai Airport Influence Notified Area (NAINA), which includes 30 towns on a 600 sqkm area, with a focus on education, entertainment, commerce and industry.
He said the 11-km Belapur-Pendar Metro project will be completed by July 2017. He also said the first flight from the Navi Mumbai International Airport will take off in 2019.
Besides, MMR, the governor also announced the development of Solapur and Pune as smart cities apart from a proposal of eight other cities to be developed under the mission. The smaller cities and towns will be developed under another Central scheme Amrut, which has been rolled out with the objective of providing basic services such as water supply, sewerage and transport. He also emphasised on the Metro rail projects in Nagpur and Pune.

{{/usCountry}}Apart from urban projects, the governor, also spoke about socio-political issues such as the memorials of warrior king Shivaji, Dr Babasaheb Ambedkar and Balasaheb Thackeray. He also stressed on the measures taken by the government in drought mitigation. According to government officials, the speech was a reflection of the major elections in key municipal corporations in Mumbai, Thane and almost all the Zilla Parishads in the next year.
The governor said his government has succeeded in increasing the conviction rate to 52% from 35%, planning 26,000 quarters for police personnel and sanctioning 1,127 textile projects.
