The Hindustan Times had reported the Society’s attempt to secure the plot in October 2007 and also how citizens’ groups were opposed to it.

The society submitted a proposal for development of the 10,000 sq mt plot (Survey Number 4/600) near Navy Nagar, saying it wanted to build a second wing there.

The plot lies in the area between the high-tide and low-tide zones — a no-development area under Coastal Regulation Zone 1 norms.

In October 2007, when the Maharashtra Coastal Zone Management Authority discussed the proposal, the Environment Department raised objections. It pointed out that there were mangroves and mud flats on the plot and no development or reclamation was allowed there.

This scuttled the society’s plans.

RC Thakur, founding member of the society, accepted that the plot allotment was stuck due to environmental regulations but refused to comment further.
